Any tips on the best way to do this?

I'm not sure what the quickest way is, but the recent quest, What Lies Below. This gives a shortcut to the chaos altar, although you do need to have the talisman/tiara.

didn't know that I had to do a quest, I am at the chaos alter and I don't know what to do.

The quest only offers a shortcut to the altar.

 

If you use it or not, you'll need a chaos tallisman or tiara, as usual. Anyways, the fastest way to craft runes is using the abyss, and TIp.it has a good page about that.
