Do you HAVE to have 42 thieving to start the quest? i just want boots of lightness.

No you don't. You get the boots really early on in the quest, so thieving isn't needed.

1 more thing, where do I find the candle and how do i light it? the guide doesn't really help me cuz it doesn't say where to get it and i can't find it anywhere.

You get a candle from a candle shop :P There is one in catherby, and you light it with a tinderbox.
