LAst time i Was on 66, that was the general rule. there is also law crafters on 99 where they do nit give ess back, It is slower,,,but in my experience...friendlier and a little more fun. If you search for "66" or "99" in the runes section of the RS forums, I'm pretty sure both have threads explaining what they are all about. or just pop in say you are new, and there "should" be someone there who can help you out.
