Maybe, there should be two parts of the bank:

 

tradable items

 

nontreadeable items

 

this way, the peeps who keep the nontradeable junk from quests can store it and their other stuff!

 

the f2p-p2p gap will remain relatively unchanged, but the f2ps get the bankspace they want.
