i know on the ranging guide on runescape itself it says u need 50 range to use the magic long and shortbow. but i have heard of ppl saying that u can use a mage shortbow at lvl 45 range is this possible?

You need a base ranged level of 50, not current level. This works for all wieldable items, you need to have base level of that item's requirement to wield it, not just the current level. (base level is the level you have on the bottom right, the current is on the top left. That current one can be boosted or decreased by pots etc, but base one cannot)
