May 29, 200719 yr it's a holiday item (I believe 2005 halloween). You can't get it if you didn't attend that event. Halloween 2003 actually...it was the second non-tradeable holiday item. (preceded by the bunny ears at easter)..they were just dropped on the ground randomly in worlds and you could only pick one up.
