I managed it with about the same stats as yours (can't remember exactly :) ), and I didn't spend quite as much on prayer potions and sharks as people say. It's one of those quests like Legends where everyone says it's impossible, but it's not really that hard.

 

 

 

Bringing a friend to stand in front of Damis would help a lot, but yeah, with the right equipment you should be able to do it.

 

 

 

Edit: Using fire bolt on Kamil isn't as weird as it sounds, try it.
