Barlak is indeed in Dorgesh-Kaan. To get there, you must have completed the Death to the Dorgeshuun quest. Tip.it gives his location as:

 

 

 

"Find him by leaving the goblin marketplace via the southwest corner, then travelling north along the corridor."

Go to the dorgeshuun mines (the place in the lost tribe quest) and through the south gate into the city. And there you are :)

And if you dont know where that is, there is an hidden entrance to the tunnels in Lumbridge's castle cellar, to start the quest serie you must talk to the Duke (I think).

Quest cape obtained at combat level 83, march 07.

It is under Lumbridge castle where you need 13 agility to squeeze through the hole. You have to talk to the goblin to get to the mines. Once at the mines you head south past the weapons shop. Open the gates, and you're in the wonderful city of Dorgesh Kaan. :D
