Yes, you'll hit higher more often with a higher magic bonus, but it doesn't appear to be as affected by magic bonus as other spells.

It's as affected as other spells are by magic bonus; most use it only at barrows or on Dagannoth Rex, so they're confused about it. Try using Wind Wave on the same monsters, and you'll get the same results. It is affected by magic bonus, just not as much in the circumstances it's usually used in (on the melee brothers, I see almost no difference between casting in Guthans and casting in Ahrims), so it's led to that rumor.
