Well, I think that you should "do pc to get higher lvls in like range and stuff?" and you could also make your mind up about things like that yourself. Its really up to you what you do in runescape not others.

Well of course, it's up to you. But personally i would do PC to raise my stats as high as i wanted. Then i would do all the quests i wanted to. Also from quests you get the added bonus of experience for skills upon completion :D
