Considering the prices, helm of netiznot is a nobrainer.

Goal: All stats 70+

Helm of Neitiznot is a great all-around helm. Unless you are doing something completely safe (like Castle Wars or Duel Arena), I would not even think about risking 3rd Age Helm for the little but if defensive boost it gives you.

remember, im not worred about price, and it'd be for stuff like PC, dual arena, BA and training on low level monsters.

It depends how you fight- if you use Prayer alot, if you depend on high hits... etc.

As everyone else has said, you really have to decide to go one way or another. However, if you don't care about which direction to go, I would recommend the Third Age Helmet. A +3 Strength and Prayer bonus aren't going to have a very noticeable effect, and if you aren't looking for max hits on their own, you don't need them. At most, you'd lose 1 to your possible max hit and maybe 10-15 seconds of prayer (depending on what you use).
