It depends now I think. Now that there is combat leels required to get onto a boat, they might not world hop any more. Try the official pc world, there may be tons of people in a 100+ boat.

I would recoment world 78, it is known as one of the best worlds, play there and theyre is usually sombody on the dock recruiting for better worlds.
