plates for protection. the weapons are only good with the sets.

Torags armour is the only thing worth buying not in a set to be honest.. and that is only because of the defence bonus. I suggest saving for a full set, and have some extra cash set aside to repair the sets.

Torag's plate and Verac's skirt? Skirt's as good as legs I believe, plus it might be a bit cheaper, and it's got a prayer bonus! :D
