Does anyone know when the random event's combat levels change from the 120s to the 159s?

Somewhere around 90, maybe 91

Quest cape obtained at combat level 83, march 07.

93-94 if i'm correct

 

2 days ago I was still 92 and I'm pretty sure I was getting lvl 159 ones. I could be wrong (didnt pay attention) but I doubt it
