I ask a few of my friends the same question a bit back. They all said no. I'm pretty sure I've seen a screenie of a named cat though, so I'm not sure.

You cannot name your regular cats. But upon completing the Rat Catchers quest, you unlock the ability to have Lazy and Wiley cats.

You can name your wily or lazy cats, I don't know if the same applies with regular cats after completion of Rat Catchers. Anyway, you can have a 8 letter name for your kitty. However, other players can't see your cats name (at least I remember it so; it would be nice to get a confirmation from someone who knows exactly).
