How do you become a Member of TET and an Item Researcher?

You can't apply for it, and are chosen by the staff. I'm not truly sure how they do it, but you can't just ask for the job.

Well, you do can apply for it when Drafts are made. That's how I became an Item Researcher some time ago (though I sadly had to get out shortly after because of there was a difficult month coming at school). Other than that, they'll notice you if you're helpful.
