I don't believe you can get it back after the quest without the Radimus Notes. The foresters ask to see something interesting before they will give you a roarer. I tried dropping my roarer and asking the forester for another, and he wouldn't replace it. I tried going back to Yanni, but all he wants to sell me is the beads of the dead. I tried going back to Radimus Earkle, but he didn't offer me the map or the notes. The foresters want a map, and you have to have the Radimus Notes to make a map. I think you are just S.O.L. until the boys at Planet Jagex put in some way to replace your roarer without the Notes.
