My question is, could my friend who does not have a high level herblore use an herb on a vial to make an unfinished potion even though he is not high enough to make the actual potion? Both wrong. ~Yes you can make a start of the potion even though you do not have the herblore level to make it (I.E Water filled vial+snapdragon), ~Yes you can trade them.
