It means your wireless provider doesn't let you do 1-900 calls. This page on the Jagex site shows which providers you can use for PayBySMS. Some are for the UK; some for USA. Elsewhere, you are SOL. If you are trying to use PayByPhone, they say it will work on some mobile phone providers but you have to be able to dial premium services to use it (1-900). Here is the page for PayByPhone.
