Not sure exactly what you are asking.

 

But mining and smithing have nothing to do with combat level.

let me refrase it for you: I was asking if i started mining and smithing ores would my combat lvl go higher cause for a mage pure it needs to be really low

The only skills that affect combat are: Attack, Strength, Defense, prayer, magic, hitpoints, and ranged. Mage/ranged only affect combat level if they are higher than your combat.
