how do you make bone bolts? if you even cant, were do you get them?

You can buy bone bolts from a cave goblin in the tunnels, but not the actual city. You can't make them, however.

do you have to do a quest to get in?

I'm pretty sure that you'll need to do the "Lost Tribe" quest to gain access to the Cave Goblin part where bone bolts can be purchased from.

Ye, you need lost tribe quest to have acess to the store that sell bones bolts, you cant make them, just buy infinites for 4 ea :
