Outlaws give 2exp each? Why?

I saw a nice camp of outlaws west of the GE and figured it would be a pretty good place to train, so I went there and started meleeing and then ranging them...

 

A bit later I checked my exp to go til the next level and it was like 12k

 

 

 

I trained a bit more, and checked my exp remaining again.. and it was still 12k... What?? Lol had I leveled up with out noticed?

 

 

 

So I killed another and noticed it had only changed like 2xp.. why? They have 20hp?

 

 

 

Are they like quest or something?

I think you can afk them very easily, that might be why. they never hit, and have decent hits, and they are quest monsters so an almost instant respawn :D
