go to the edgeville dungeon, to the wildy part, first west then north you will see a ladder, climb it and you should be there

You're going to the air obelisk

Go through the edgeville dungeon towards the slayer master, just before you get to him, turn north and go through the gate. Keep heading north, and then west through the black demons. there's a ladder to the north, go up that and you're by the air obelisk.
