from here it'll be GMT-6, im not sure about others, you can look into sites for info.

A little while ago i was wcing yews at varrock castle and putting them in ge after every load for bank space issues. so i was seeing the price every 10 minutes.. it changed somewhere between 9pm and 10pm uk time. I only saw it that one night, so it could possibly change at a different time every day.

 

 

 

(annoying thing was my logs were selling no problem for 3gp under middle value.. then when the price changed, they would only sell if i put them 3gp under the new lower price :x )
