Can you rotate a room before you built it. Suppose I want a Kitchen on the right of a Garden... Is that possible?

you can do that. Once you build it you have to remove it and rebuild if you get it wrong. However it will cost you to rebuild a room, so be careful first time.

Right before you build it, you can rotate it.

 

After it is build you have to remove and rebuild.
