I know that I would have to add stuff to make up for the decreased value, but what would be fair?

 

 

 

I have 5k sapphire bracelets in my bank. (GE of 517) If their "value" is 420 ea, then would I simply offer like 1 sapphire bracelet and 683 gp for 48 spirit shards?

Pretty much, but you usually want to give them things that don't sell, like summoning scrolls you dont want/need/use.
