It's a advice to fly fish at Shilo, bank the salmon and trout, and cook them in bulk in Catherby (1 click walk). You can also catch lots of tuna and cook them, nice exp. If you fish the fish, you can sell them for a certain profit, or cook them. Buying the fish just focuses your time on the skill you want to train at the moment, and then you can do something that makes much more money/hour than fly fishing to pay for the cost of the cooking exp.
