Question1: Could I range blue dragons safely at lvl 9 range.

 

 

 

Question2: If not, What level would be needed to do this?

Do you have 9 or 59 range? I take it you have 59. I'd say you could, but imo greens are better

green drags would b way better at 59, do the chaos tunnel ones, theres a few safespots

 

 

 

for blue drags i recommend at least 65+ range. blue dragonhide armour just doesn't give enough bonus to make a quick kill.

59 range will take you forever to kill a blue drag and good luck finding a world where it isnt insanely crowded
