Are you allowed to give assists on quest...for example: on Rocking Out, can someone give you a 69 smithing assist for the part you need it?

No. You can use stat boosters for some quests, but no assist.

Specifically for Rocking out stat boosters wont help.

 

You have to have 69 smithing.
