Best way to train my thieving?

I am currently level 16 thieving - and I'm trying to get it to 40 for a quest.

 

 

 

What would be the best way to do this? Pickpocketing men seems like an awfully slow way to go about it. Is it just an incredibly hard skill? Or am I going about it all wrong?

(My level 16 is from Skill Lamps. I went from 1-5 by training it.)

You're going to be better off stealing cakes at this level I believe. Move on to pickpocketing guards when you can.

What level should I wait until before I move on from the cake stall?

once you can do master farmers, do that north of ardougne. Before that, bakery stall is the way to go.
