Computer meets the requirements for it except i only have 1.4gHz.

There's your reason. It's not fast enough to support HD.

...Alright, the Elf City update lured me back to RS over a year ago.

Do you have Internet Explorer 6 or Firefox 1.5+? Jagex did say you need at least Internet Explorer 6 for HD. If you're using Safari, it might not work properly..
