wat is the least amount of money in party room for bankers to shout it out?

They shout when the leaver is pulled. Whether that be 1GP or 1 Mill.

As long as you put in over 50k worth of items, the Bankers will announce. The time before you can pull the lever is longer if you drop items worth more.

To add on to what zaaps said, the higher the drop, the wider range of people will announce it. At certain levels local bankers announce it, then the falador gaurds, then with a drop over 1M bankers around the world announce it.

and when do they begin offering telies?

As far as I know, they don't tele you?

 

 

 

And it depends on the amount, they'll usually shout out high priced drops, like 250k or 478k. The lowest MIGHT be 50k although I've never seen that. The lowest I've seen is the 250k. :P

i want a party with my friends and it always gets crashed by others... there is no way is there?

in short private parties dont exist anymore, if u want to give stuff to friends u have to drop items worth less 3k or so on the ground

Far as I know they never did offer teleporting, but if they did then it would have to be at 1 Mill, as that is when the bankers throughout RuneScape start saying it.
