Help finding a movie (dont know the name)

ok i do not remember what this movie is called, nor what year it came out but it can out in the 2000's

 

 

 

there is a killer in a car who hits ppl, he hits this guys wife and kills her. Later the husband of the wife he hit devotes he life to finding this killer. the killer turns out be come kinda of handy capped person with mechanical gadgets to help him drive the car, some scenes of the move take place in a motel in the middle of a desert on some highway

 

 

 

sry for a lame description but that is all i remember of the movie and for weeks now i cant remember the name and have been wanted to rent it, but no one can help me with the name
