You need to complete 'As a First Resort...' before accessing the city. To start that quest, you need to finish Zogre Flesh Eaters and Big Chompy Bird Hunting. It's a very easy quest, don't worry.

You just need to start it, but I'd recommend completing it. The pools you get access to are incredible.

 

 

 

Edit: I don't think you even need to start it, seeing as you start the quest in the city >.<

If you tell us what the clue says we might actually be able to answer instead of speculating. That said, I would assume you just need to start the quest. You should do it though, one of the best quest rewards in a LONG time.

It does say something, it's a coordinate clue. That means you don't have to talk to any NPCs, which means we can assume you don't have to finish the quest, only get into the area. So you just need to start it, maybe not even that.

You start the quest by talking to someone inside the area, so no, there are not any quest requirements to get in there.
