you can get to it by entering an invisble portal at the dark knight fortress in lvl 16 wildy

 

 

 

i got told you can only damage it if you wear a full black armor set (no certain gloves, cape, amulet or boots) and a black weopon (no black crossbow)

 

 

 

Its max hit seems to be around 21

you get 10k defense exp for entering the portal

 

 

 

i made a picture of it (examine circled)

Grimy Herbs (Seems random, like most critters; 1 or 2)

EDIT: I can confirm you need full black armour + weapon + shield to attack it, otherwise "You raise your weapon to attack the wraith, but for some strange reason you find yourself physically unable to go through it."

 

 

 

Also, I killed just one, and it dropped 1 crimson charm and 5 big bones (unnoted).
