this item is not members only (even thought it requires a member quest to get, I had the guard who delivered it to me a couple of minutes ago, and I'm already an f2p for 8 months), and even on an f2p server it still says 'armadyll communiqué, so it is not members only.

It's examine says "An urgent communique revealing important information." You get it from the Armadyl Guardian.

Regarding the members only, I'd assume that's a Jagex bug. If we get a lot of reports from F2Pers I will change it and you can remind me to credit you. ;)
