I was bored and I decided to check on this for you. I made some tablets and even used them, just to make sure it wasn't a special circumstance for those spell tablets. It appears you're correct! For example: I had 1,194,760 magic experience before creating an emerald enchant tablet. After making the tablet, I only gained 28 experience (to 1,194,788) which was 0.756756756... the experience it should have been (37 experience for casting the spell normally). I thought maybe that the guide meant just that the tablet user wouldn't get any of the experience and the only one who would is the tablet creator, so I checked the Magic Guide and found that you quoted the Magic Guide exactly: "The player who uses the tablet does not receive any experience; the maker receives all of the experience (equal to the amount received if you casted the spell normally)." As you correctly pointed out, the tablets for enchanting jewelry don't give the equal amount...even if you create it at your own lectern (which I thought might have made a difference, but doesn't). It makes me wonder if it was a change and if any other spell tablets only give 75% experience when made!
