I believe it's a 34 with the best gear (r2h, strength pot, 15% strength, rune gaunts, strength ammy) and 99 strength.

 

 

 

I've seen myself whack plenty of 20s with r scim and potted with 99 str.

I'm pretty sure you can't hit a 32 with R2H in F2P... The max is 31. If you want to see a 30, look down :P
