A Shady Stranger is now seen around Draynor Village, when you try to talk to him, he tries to avoid your questions, and when you attack him, he teleports away. Have you all seen him? What do you think he's up to? As far as I know, he was introduced with the While Guthix Sleeps quest, but is not part of the actual quest. If he is, then sorry, this topic can be closed.
