When you wear it during a slayer assignment, assuming it has any number of charges except zero, it decreases the monster's defense stat. Black masks come with 10 charges that randomly activate to reduce your opponent's defence. They can never be recharged, but the charges are worthless anyway, so feel free to ignore them.
