What is the best way to train combat for a level 94 (member)? Is it still Pest Control?

Depends what you prefer.

 

Complete PURE xp (grinding)

 

xp, charms and drops (slayer)

 

or money (Drags)?

pc is probably the fastest.

 

but slayer is the most advisable

Pure xp = PC Hands Down, nothing compares

Don't bother with Slayer unless you want the Slayer levels anyway. You can get all the xp, gp, and charms faster by camping Zombie Monkeys, Green Dragons, and Waterfiends.
