A very very very very very long time (it takes me a few minutes to get a full load of coal in the mining guide)

10k coal is ALOT of coal

Powermining is the only logical way of raising mining levels

and for smithing...

If you want to mine coal, I say mine coal! There aren't a lot of amazing ways to make money in f2p, but mining coal is pretty steady income. I'm not sure how long it would take, but if you can get say... 400 coal an hour? That's about 25 hours. Doesn't seem too terribly to me. If you like mining coal, I'd say definitely go for your plan. :D Powermining sucks and is boring, and there isn't any profit in it.

What I do for mining sometimes is mining mithril and coal in the mining guild and super heating them into bars. If you smith them into plates and then high alch them, you still make a profit. That would be my suggestion. It isn't super boring, you get a LOT more exp per trip, and you get the bonus magic and smithing exp.

im doing it to get my mining exp. up too, and getting some money with it would be nice too

Yews are terrible money, mining is the way to go. The top 3 moneymakers in f2p, excluding pking and merchanting (luck based) are all mining: rune, then gold, then addy.

Here's a good game plan for you, and it's much better than that one:

POWERMINE-Iron until level 71, or whatever level it is you want. Since you seem to be going for 71, that's what I'll base this off of. This will take roughly 15 hours, less than half the amount of time it would take for you to mine 10k coal.

MINE GOLD-At level 71, this should be bringing in about 100k per hour, if you do it at the Crafting Guild.

SMITHING-You wanted to smelt 10k steel bars. First off, that would take an extremely long time, I'd estimate 35-40 hours, and you'd get 175k smithing xp out of it. However, if you were to smith Steel plates instead of smelting steel bars, buying the steel bars to smith with, you'd only need to smith 982 steel plates, or 4910 steel bars. That costs about 3m, which is 30 hours of mining gold. Then to smith all of those plates into bars, it's less than 2 hours.

So let's add that up. If you did my plan above, you would:

Spend 15 hours powermining, 30 hours mining gold, and 2 hours smithing. That's 47 hours total.

You would get 71 mining from all the powermining, an extra 433k mining xp from all the gold, and 175k smithing xp from the Steel plates. In addition, if you used all your saved time mining gold, you would make 2.5m

If you did it your way you outlined:

Spend 35 hours mining coal, and 37 hours smelting steel. That's 72 hours total.

You would get 71 mining, and 175k smithing xp, and a spinning head from the boredom.

As you can see, if you do it the way I outlined above, you would spend LESS TIME (25 hours less time, in fact, which is worth 2.5m if you mined gold) and get MORE BENEFITS. So why work more for less?

EDIT: To put that into perspective, the extra 433k mining xp from the gold gets you 4-5 extra levels in mining
