If you're talking about buyable skills-ish, then alching to Magic, Cooking, maybe Range via chinchompas.

With 40 mil you could probably get one of the following: 99 range, magic, fletching, cooking, (maybe) construction and (maybe) crafting. And if your really good at finding good prices (maybe) even herblore

You could get 2 99s firemaking and fletching. Or 99 cooking or 99 range or maybe 99 crafting(might not be able to get to 99 though im not sure how much xp you have already)
