And yes, they have removed bounty hunter and jagex is going to bring the wilderness back(hopefully) in some weird way... But no bounty hunter was/isn't a safe minigame it is sort of a wilderness in an area. unlike pvp you got the full loot but it was a pjer haven you couldn't leave the BH area with a loot either because some gay pjing clan killed you or someone else did.
