April 15, 200917 yr They are team-capes, they make anyone (apart from a friend or someone in clan chat) a blue dot on mini-map, you can find the people selling them all over the wild.
April 15, 200917 yr If I'm wearing a team-39 cape, and someone else is wearing a team-39 cape, they appear as a blue dot on my minimap. Also, anyone wearing your team cape with you in pvp will have walk-here as the left-click option, and attack as a right-click option, even if they are lower level than you

There is a guy that looks like the BH banker for every kind of team-cape. Each one holds every colour of that type of cape. You can find them spread out throughout the wilderness.
