No you just have to start fremmink trials which has no requirements, then just talk to him and he asks you if you would like for him to bank all your items, just drop your money before talking to him. I believe the above post is correct. But just about everyone has finished that quest, so the Diary is the better way. Also, if you can use Waterbirth Teleport (Lunar), or have Enchanted Lyre Teles to spare, use that. You can also consider whiteberries. And the 2gp respawn in Varrock Sewers. No?
