You could try rune set merching. I've had great results starting with little more than 2m. Basically, buy the components of a set for less than medium price and sell the set for more than medium.

 

 

 

Or you could just mine pure ess or something...

Hmmm, try mining pure essence(140k/hour), cutting yews(100k/hour, at your level), or getting runecrafting to 44(I hear it's around 150k/hour). Good luck.
