where exactly is the pile of sand that i need to dig?????????/

If you travel to Pollnivneach by Rug, then from where you land, you'll see a river a little east of you, follow that river North (keep to the river) and you should come up to it. The pile of sand is huge.

As you leave the city there's a river to the East. Follow it and you'll run into the big pile of sand.
