Is there a way to shrink this image while keeping its current clarity? I was hoping to use it as my avatar or put it into my sig. I'm using gimp if it helps.

What operating system do you use? For Windows, you could just open up Microsoft Word, paste the image and shrink it, keeping the aspect ratio while being rather simplistic. While I understand you already have the picture you want, it's an easy way to do it if you ever want to do it again.

If you have Photoshop, Control + T, and holding the shift button keeps your aspect ratio.
