Jagex doesn't e-mail you things like that. The only thing they use e-mail for is the occasional RuneScape newsletter. You would need that set of quotation marks because the quote ends at some point. But if you're just going to have " ' at the beginning at ' " at the end, then you don't need both of those sets.
